Then it is very likely the shared waste stack rather than either machine. Two units on one run showing the same symptom is the giveaway. We confirm it by testing the drain path, and the report goes to your association, because that repair is theirs and not yours.

Do you need HOA permission to work in a unit?

Not for a repair inside your own unit. If the work touches a shared line, a common vent or anything beyond your own walls, the association has to authorise it. We flag that at the diagnosis rather than halfway through the job, and put the finding in writing so you have something to send them.
