No. Rack tips can be re-coated and replacement racks are available for most mainstream models. It is worth doing, because bare metal against dishes marks glassware and the rust flakes end up in the filter. The machine itself is usually sound.

How often should washer supply hoses be replaced?

Roughly every five years, and sooner on a porch or in a carport where sun and salt reach them. Braided stainless lasts better than plain rubber. It is a small job we do while we are there, and a burst hose does far more damage than the part costs.
